"Chaos Reveals It is far more than a memoir—it’s a masterclass in leadership, integrity, and service. It’s one of those rare books that stays with you long after you’ve turned the final page. Through extraordinary stories of crisis response, diplomacy, and public service, author Bradford Billet shares hard-earned lessons on leadership with humility, honesty, and purpose. He reflects on a lifetime of putting service above self and leading with integrity when it mattered most."

ABOUT THE BOOK

Chaos does not destroy leadership. It reveals it.Life is a series of crises. Some hit in an instant, some smolder for years — but in every one, plans collapse, the information runs out, and people look to someone for direction. That is the moment leadership begins.

It is a warm, sleepy summer night in 1996 when a pager carries a single unsettling word: missing. A commercial jet has vanished off Long Island. Within minutes, Bradford Billet is racing through Manhattan towards JFK and the families who will soon demand answers no one has yet. Five years later, he watches a beautiful September morning come apart minute by minute. Chaos Reveals It is the story of what those moments demanded — and the leadership they revealed.

Drawing on more than three decades on the front lines of New York City’s biggest crises, Billet was a certified EMT at eighteen, chief architect of the 1996 FDNY–EMS merger — which he drove from inside EMS, as the department’s second-ranking official — and Deputy Director of the Mayor’s Office of Emergency Management, on scene for the TWA Flight 800 disaster. He then spent seventeen years as Deputy Commissioner and Commissioner of the city office responsible for the United Nations, the consular corps, the U.S. Department of State, and international affairs — liaison to 193 permanent missions and 115 consulates. After September 11, 2001 he led New York’s international coordination with foreign governments, covering more than 500 foreign national victims. The “unnamed city official” who built the response and handed others the credit.

Through it all, he kept facing the same test: how do you lead when events outrun information and decisions still have to be made?

His answer is the STAT System — Strategic, Tactical, Adaptive, Timely — a set of field-tested principles and frameworks for leading under pressure. Part gripping memoir, part practical playbook, this book shows you how to:

  • Control the controllable when everything feels out of control
  • Decide and act before you have certainty
  • See the system, not the chaos — and build it in real time
  • Win trust fast, and lead through integrity and respect
  • Step into the vacuum and act when others freeze

Billet is also candid about how his mind works. He is dyslexic, and he credits that wiring with letting him see patterns in chaos and reverse-engineer solutions from the outcome backward—a hidden advantage that shaped a lifetime of leadership.

You don’t need a title to lead. You don’t need permission, or the perfect moment, or to feel ready. You need the willingness to show up and do the work.
If you lead anything — a team, a company, a family, a community, or even yourself— this is the book for the day everything changes.

A must-read for executives, managers, founders, and public servants, first responders, and people who run toward the chaos or just want to lead in their own life. BE A LEADER--I DARE YOU.

ABOUT THE AUTHOR

Bradford E. Billet, OBE, CEM, has spent more than three decades leading when the plan fell apart. Across 22 years in New York City government and three mayoral administrations, he was chief architect of the 1996 FDNY–EMS merger — raised on the 1993 Giuliani transition team and delivered from inside EMS, where he served as Associate Executive Director, “Car 2,” the department’s second-ranking official, as roughly 3,250 personnel transferred into the FDNY. He went on to the FDNY as Assistant Commissioner and to the Mayor’s Office of Emergency Management as Deputy Director, where he was an on-scene leader at TWA Flight 800. From 1997 he served seventeen years as Deputy Commissioner and Commissioner of the New York City office responsible for the United Nations, the consular corps, the U.S. Department of State, and international affairs — liaison to 193 permanent missions and 115 consulates. After September 11 he led the city’s international coordination with foreign governments — the largest international victim assistance operation in U.S. history, covering more than 500 foreign national victims — and he conceived the legal theory behind the city’s 7–2 win at the U.S. Supreme Court in Permanent Mission of India v. City of New York. Queen Elizabeth II appointed him an Honorary Officer of the Most Excellent Order of the British Empire (OBE) for that service, and he holds the Certified Emergency Manager (CEM) credential. He is Founder and Chairman of STAT Advisors LLC and Founder, Chairman, and CEO of the East Hampton Village Foundation, and serves on many boards. Dyslexic, he counts it among his greatest leadership assets. He brings all of it to Chaos Reveals It, his first book.
